Hen or rooster?

This is a 16 week old bird. I was sure it was a hen but now has two longer feathers on it’s tail. She has started “dancing” at the roosters. (Puffing her neck feathers up and prancing). What is she? Hen or rooster?!

She is a pullet. Looks to be an Easter Egger mix.
These “roosters” that she’s prancing at are they older or younger than a year old?
Male chickens under a year old are cockerels, male chickens over a year old are cocks/roosters.
Female chickens under a year old are pullets, female chickens over a year old are hens.
