Yes roo. I see neck feathers looking pointy and tail looks roo as well. Not crowing yet? Mine always crow early it seems.

Ok well thanks for your help, I am surprised because it was supposed to be a hen. We’re allowed chickens where I love but nervous if he cocks loud we will get in trouble.

If you're not allowed chickens at all, it would definitely be best to rehome him. He will start crowing, and even if it's a 'quiet' crow, the neighbors will know that you're up to something!
