Hen or rooster?

I have 5 hens, I hope. I bought 5 pullets from 4-6 months e in late February from different sources. The Plymouth barred rock was lowest on the pecking order and had a small comb when I got her. She has gotten much bigger as has her comb. Last week I saw her mounting other hens twice and this morning I heard her trying to crow. Could she be a rooster? I am only allowed to have hens in the city limits. Only 2 of the five are laying so far and she is not one of them. Here are some photos. Thanks for any help

Deffiently a roo! I had one like this, but I think it was a Dominque. But that is deffiently a rooster! I'm sorry you can't have Roos!
