At what age can you tell if you have a hen or Tom?

You can usually tell by 3 months unless dealing with a late developing tom which may require 6 months or longer to show his true sexuality.

Without knowing its age, it does appear to be a hen.

3 months old and I haven’t seen any strutting.
Strutting really doesn't mean anything. Both hens and toms can and do strut. Young toms in an environment with a dominant tom also tend to keep their struts to a minimum and can be very late beginning to gobble unless they are out of sight of the tom.

At 3 months old with normal development many young turkeys can be sexed from a photo. Looks like a hen to me.
