I have had hens with snoods that big. A tom's snood will extend far past the end of its beak.

Nope. I only have him and 2 hens.

I'm not sure either. I have seen hens with just a very thin line of tiny feathers on the top of their head but I don't see any on the top of that one's head.

As far as not mounting any hens, here in the northern hemisphere, it is not yet breeding season.

Is it normal for a tom to not be gobbling at this age? I posted him in a Facebook group and they also think it's a tom.

It all depends on the conditions.

Can you get a head photo from the side when the snood is not enlarged?

Nope. I only have him and 2 hens.

Can you post pictures of your girls for comparison? Did you get them all from the same place?

Looks like a tom to me. Have you tried gobbling at it? I can sometimes get those young ones started by doing that.
