Hen-pecked rooster solution needed

My non-aggressive Welsummer rooster molted his tail feathers, and the hens are worrying him sick. Will Blue Coat stop them, or is there another solution since I have no safe place to put him separately other than a dog crate?
 
Pinless Peepers on the hens would solve the problem. They could be removed once he has regrown his tail feathers. As you probably know such pecking can escalate to cannibalism.
 
Yes, that is Little Red, a Serama bantam rooster. He is very tame. Unfortunately I have 6 more roosters than hens, and housing costs are getting ridiculous. Right now I have 57 chickens and 23 houses. That is still not enough houses to separate all the roosters. When the little ones fight, the aggressor is moved to a dog crate or cat carrier until I can find someone who just wants a pet rooster.
