The social order in a chicken flock is constantly in flux, whether or not it's enough to generate interest on our part most of the time. Usually what happens when an individual desires to move up in rank is they challenge the next in line and it's settled in a few seconds. Over and done.
If, on the other hand, an individual challenges the next one up for rank and that one resists, the challenges can be repeated over a day, two or three, and we get a chance to witness the conflict. It can even be momentarily violent with talons bared and hackles flaring as in a cock fight.
You would do yourself a favor if you just let them settle things and not try to intervene. Intervention can prolong the conflict.
There is a chance, though, you have a bully. That is usually manifested by the bully doing hit and runs, chasing and pecking the victim. Even this is usually harmless unless you see the bully standing on the victim thrashing her and drawing blood. This is rare, but if that's what you are dealing with, there are tactics you can employ to curb the behavior.
