Hen with eye problems

I noticed yesterday (6/23) that one of my hens had what looked like really droopy eyes with small bubbles in both eyes. She doesn't seem to have any other symptoms and none of the other chickens seems to be sick. The hen seems to be eating and drinking fine. I have been doing a lot of research to find out what this could be, I don't see any eye worms and everyone seems to suggest a respiratory illness very quickly but could it be a respiratory illness is the only symptom is her eyes? Some posts that I have read suggest flushing the eyes with sterile saline or water and putting Neosporin around the eyes, should I go ahead and start this? Should I assume it is a respiratory illness and go ahead and separate her from the others? Please, if you can help I would love any advice!

Here are some pics of her eyes, today (6/25) in the pictures you can't see the bubbles but they are still there.

The bubbles in the eye can mean a respiratory disease. I would watch her very closely for swelling around the eyes and face, eye drainage that can form crusts, and nasal drainage. Sneezing may occur which sounds like a hiccup. I probably wouldn't put anything into her eyes until I watched for other symptoms. Some diseases are viral and some bacterial, but since it is hard to tell one disease from another, many people choose to medicate with a drug such as Tylan or Duramycin.
 
So, do you think that there aren't any other symptoms I should just wait and see before trying to treat it with anything?
