Hen's back end is red and bald

I have a RR that has a red/bald area on her tail end. She has no lice/mites or parasites of any kind and she is not being peck or bullied. Her diet and living conditioners are excellent. After MONTHS, maybe, even a year of dealing with this and trying different things I started putting diluted iodine on it once a week and I'm finally seeing improvement! And, for the first time since she was very young, I'm seeing new feather growth. Does anyone have a clue what I'm dealing with?? Last, I'm putting neosporin on it and I read in one of the treads not to do this. Please advise. Thank YOU.
 
Some of mine have finally started to molt, and a few are starting by growing the feathers back from rooster wearing. Do you have a rooster? Have you notice others feather picking? You may or may not see the behavior. I would assume another bird pulled them out, especially if it's lower on the pecking order.

That's weird about the Neosporin. It's actually recommended alot on here but just the triple kind (no painkiller in it). Thats amazing she went that long with the problem and iodine is helping. Hopefully someone will know what's happening. I agree with @oldhenlikesdogs. She could be picked on (even at night on the roost) and you haven't seen it. Have you seen her tail feathers in a specific area?
