It can be common for only one eye to be bubbly if there is a respiratory infection or MG. Has she been pecked around the eye? Is there any lethargy, nasal drainage, gasping, or sneezing? Have you added any new birds to your flock recently? I would clean the eye with saline and a clean cloth, and apply some Terramycin eye ointment or plain Neosporin to the eye twice a day. Testing by your state poultry vet could determine if it is MG or not. Tylsosin is used to treat symptoma of MG, and you can find that online for pigeons, to put in the water for 3-5 days.

i don’t see any signs of being pecked around her eye. No, these birds have been here since March and the older girls are all over a year. No lethargy, no nasal drainage, no sneezing, no wheezing, still eating, still laying daily. Literally nothing has changed about her except this watery/bubbly eye. I have been wiping with a clean cloth twice daily and applying plain neosporin.

I will look for the tylosin - thank you for that suggestion.
