Hens eyes swollen

I have a hen (first pic) swollen eye its now week 4 after being treated with antibiotics and eye ointment it has not gone away. In the meantime I lost one of our younger hens suddenly. Now one of the older birds eye is swollen. I have already spent 200 dollars on the one hen. I feel that I should cull these 2 hens and treat the rest. Not really sure whats going on. I took some pics as well.

I have a chick with conjunctivitis and sinus infection. Dr. gave a shot of doxycycline and gave me eye drops. Are there bubbles in the eye?

With the one there were she has been on oral baytril and erythromycin for 2 weeks its now week 4 after the 2 weeks now started with doxy and same eye ointment some improvement but not 100 percent and just yesterday my other hens eye is now swollen so frustrating

There's no discharge no sneezing coughing nothing just swollen around the eye.... Wierd

Mine was the same as yours. My diagnosis came from a vet
