It looks like injury to the skin, such as pecking or more likely running into fencing, possibly from bullying.

Are you thinking bruising or dried blood?

May I ask what flying bugs have to do with fowl pox and what type of flying bugs? Just trying to learn. thanks

It looks like dried blood. I do see some scabs around the eyes, but the black looks more like injury. Is there a pic of the other hen?

It is a vector born illness--spread from other birds via mosquito.

Fowl pox must be in the area for them to get it

Do you use any woodash in a dust bath? It could something black, but blood and injuries are usually black. Here is a good link about fowl pox with some pictures of how different it can look, and there is one with some black on the face:
