I have 7 RIR's 2-3 weeks old. I was told that hens get their tail feathers first true or not ?

There are lots of old wives' tales about gender when it comes to chickens, and that's one. The only way to tell gender apart in young chicks is if they are sex links or if they have been vent sexed. Give them about five weeks, and you should be able to see larger combs on the roos, if you have any.
