I have the same issues like you but my girls have not yet been killed by the neighbors dog. My girls have been in their coop for a couple months now (because of snow and temp). They are now going outside more and more and they just stay out at night too, does not seem to phase them at all. Luckily they will come back into the coop when I throw down some scratch and BOSS.
My yard is not completely fenced yet and I only have the cheap chicken wire for their run and my neighbors have a bird dog..... Now, your all correct when you say it's not the dogs fault, but if the dog is not on it's own property, it is the dog owners fault. I have 2 dogs (border collie and a black lab) and I have no problem keeping them in my unfenced yard, I have a 150' wire run for them. So my neighbors and yours should be able to take steps too. I'm not saying that was the case here, here it seems like the dog was on his side and something happened but it's not always about a dog just being a dog. I love dogs, but sometimes I hate owners.......
