Here's a puzzler.... Bantam experts needed!!

This is a chikc I got from Sandhill preservation. It was hatched in the middle of june, so it is about 7 weeks old. It is definitely a bantam, the TINIEST bantam I have ever seen, smaller even them my other banties.

I am pretty sure it is a rooster, but its comb and wattles got this size and color at about 4 weeks, and they havn't got any bigger since.
He is buff with black on his tail, wing tips, and around his hackle feathers.

Sandhill has these bantam breeds :
Ameraucana
Aracauna
buckeye
Buff, dark and light brahma
Naked neck
New Hampshire

OEB-Black, black breasted red, chocholate, crele, Silver dickwing, spangled.

Cochins
Wyandottes
Silkies

Not shure what it is but we have sermas that look just like that.
Our roosters comb grew at a early age, But after he was about 2 months old his grew a bit more. I know they dont have sermas so I guess I cant help you. Hope you get what your looking for.
 
I thought the only possibility was a NHR, but it just doesnt look like that to me. I may contact them and see if they have some they dont offer for sale. Some of their assortment have breeds not available individually.
 
What do his feet look like? If there are any feathers- it could be the buff brahma. Looks like he's getting some kind of columbian pattern like they have. Don't know why he'd be so tiny tho.
