Well as horrible as this is going to sound...
If they are a biter you can fashion a mack shift muzzle out of a leash. Just don't wrap to tightly or you may end up hurting the dog.
The best way to get your dog's nails done is to have two people.
One person to hold, and the other to clip the nails.
Find a corner of your house, and stick there butt in it so the dog can not back up or escape.
That should make things *Theoretically* a tad bit easier for you.

LOL, I can see what you are saying is absolutely true, it IS the same thing specifically talking about the toe and surgery. Just not the same way the animals use their feed.

That's correct.

Years ago I came into the vet's office and he was practically rolling on the floor laughing.

He said a customer had just asked him to remove the dog's nails because 'it was too expensive to have someone trim them'.

He showed the customer how to do it and gave them a pair of nail clippers.

No, despite how the foot of a dog appears, you can't remove a dog's nails. You can't remove any non-retractable nails off of any animal. When they are non retractable they are part of the foot structure and the animal would have a horribly painful, mutilated foot without them. It's bad enough removing a cat's claws. That and he is deprived of 80% of his weaponry to protect himself then.
