In budgies, (parakeets) the sex is usually identifiable by the color of the cere ,which is the fleshy raised area around the nostrils. In normal colored , that is the green ones, the cere in boys is blue, and in girls it is pink or light brown. However, in the mutated colors, blue, white, lavender and lutino, the cere in males is usually much lighter and often looks white or even very light pinkish. Baby budgies also look like that. This can often lead to misidentification of the sexes. Your little cutie looks very young, so you may need to wait a few months to know for sure. At this point, though, I am leaning towards male.
