Welcome to BYC. Glad you decided to join our flock. I think chickens are a great addition to any neighborhood, but I would avoid getting a rooster in a small lot with neighboring houses close by. Please feel free to ask any questions you may have. We are here to help in any way we can. If you decide to get some chickens, good luck with your flock.
 
Welcome to the BYC flock. Are there any restrictions prohibiting chickens where you live now? If there are, I'm sure you can count on some neighbor to turn you into the authorities like they do here. You could try a couple of docile bantams as house pets to see if chickens are really what you want. There is a very popular thread on BYC called "People with house chickens." The serama breed of chicken is one of the smallest in the world (I've been told). They originated in Malaysia where they were bred to be house pets.
 
welcome, keeping 3 chucks shouldn't bother your neighbours at all. its when you get hooked and decide you want ducks or a cockerel that the problems with noise start. Trust me it will happen
