You can try to change the local rules. It's probably an HOA, not local law, being in TX. In some ways harder to change, but maybe not impossible. If you are up for a battle, there are articles here and websites about how to push your local authorities to change rules about keeping chickens. Hello and Welcome! Sorry about your flock, but have you tried hiding your flock from passerby and complaints? Prob. not the most honorable suggestion, but I have a friend that somehow hid her flock from neighbors until she could get the rules changed in her city. She actually pushed the city council to accept chickens. This could be a solution if you are not SUPER close to neighbors or people, but if you are sandwiched between houses, maybe NOT a good solution. 🤷‍♀️
