Good morning, and welcome to BYC . How wide is it, and what is the angle? Can you post a picture. Birds are more unlikely to use a narrow or steep ramp.

You can probably pick them up and try and push them up the ladder.

I would say to make it longer and a little bit more down.

Hi, it's a bit hard to tell from the picture but it does look pretty steep. If you put something under the bottom of the ladder (like a concrete block), that would make the pitch less steep.

Put some mealworms or little bit of shredded cheese on each of the steps.

I would raise the end up on a cinder block as @N F C suggested, and I would add more cleats to the ramp so they don't have to stretch their legs so far to get traction.
