Sounds like she's broody. You may need to isolate the bully for a while, definitely send her to "cage jail" if needed.

I gave away a hen that attacked her because she has such a history of being a bully. Now it's another one bullying. Maybe instead of trying to keep pulling her of the nest, just do the wire bottom cage method of trying to break the broody girl to accomplish it while also protecting her?

Do you per chance have enough nest boxes? The ratio is 4 birds to 1 box, give or take, but maybe another one would help? I dunno, just seems weird this one poor hen is a target by now a second hen.
 
I have 5 hens and 4 rollout nesting boxes.
Wow, and they still want her! So sorry. I just can't even think of what their issue would be with a broody hen.

What if you moved her and her eggs to like the garage or somewhere else safe but out of the other hen's reach?
