I'm from Washington trying to decide if buying or building a coop would be cheaper.

Look for a secondhand coop on CL maybe, to see if you can pick up a bargain. There are lots of coop designs here in the Coops section and I'm sure some of the members here would be happy to give you an idea of how much it cost them to build theirs. It would work out cheaper to build one as apposed to buying a brand new one.
