Hoop house questions

I'm looking to build a new tractor that will serve as a grow out pen for young pullets and then meaties in the late summer.

I have been looking at hoop house designs. And I have a few questions.

Can the hoop house be made with without cattle panels? While looking at cattle panels the holes are large enough for raccoons and other predators to get it. So I would have to reinforce with welded wire and hardware cloth. I was thinking of just using welded wire and avoid the cattle panels but then I'm worried about the welded wire not having enough structure to keep the sides of the hoop in place.

Any thoughts?

The cattle panels are just for structural integrity. The whole thing still needs to be covered with chicken wire, except the portion you cover with canvas or a tarp for shelter. You do not have to use the cattle panels, I have seen a few made just out of PVC pipe.
