Hoop Hut Deep Litter & Ventilation Question

The blue one is better at shedding rain than the inner one.

That's what I was thinking as well. I'd keep that and cut openings at the sides of the underlying tarp, and keep the blue one to shed rain. It'll provide a bit of open and hopefully mostly dry buffer space to let air get in and out.
 
Thank you so much for your input! I cut a ventilation hole in the back and side. I started tossing some fruits, veggies, or grains in occasionally and the chickens are scratching a lot and it is helping to aerate the coop bedding and dry it up. I put a thermometer with hygrometer in there and the humidity hasn't been above 50%.
