Okay, so if the previous owners gave 24 hours of light, should I give that and slowly work down to 14-16 hours?

I need to buy another waterer, and a new type of feeder.... So I don't have to feed them every 4 hours... Waterer is a rabbit waterer.

You Can Go Ahead And Incubate Your Eggs If You Want To, Incubate Some More In 4 Days And So Forth, A Staggered Hatch. If It Is Their First Eggs They May Not All Be Fertile, I Think It Is A Good Idea To Discard The First Week Of Eggs, Just My Thoughts. I Have Done The Staggered Hatches And They Were Successful, However It Is A Lot Easier If They Are All Hatching Out At About The Same Time.

Get a larger capacity water bottle or deploy 2 or more. (Nothing wrong with the rabbit water bottles) Buy a feeder like this http://www.flemingoutdoors.com/plastic-ground-feeder.html
(You don't have to get it from them).
That should hold enough feed for 4+ jumbo coturnix for at least 24 hours, unless you have chronic feed wasters. If you have more than 4, then you will need more than 4. Forget about the little bird feeders that hang on the outside of the cage.

But my other choice was a bit bigger than this: http://www.flemingoutdoors.com/24retopfe.html with legs. and it took the whole pen nothing but this feeder, I thought it was stupid. I have them in a half size cat cage right now. But starting to build proper pen on monday (on payday YAY)

I know a lot of my advice gets kicked to the curb, but flat feeders for coturnix is the best advice I can give anyone.

14 birds/4 per flat feeder=3.5 feeders rounded up to 4=6 or more http://www.flemingoutdoors.com/plastic-ground-feeder.html type feeders on hand at any given time. 4 deployed, and reserves on hand for cleaning. If you need one thing for raising any bird, having X2 on hand isn't excess. It just makes sense.
