A gag bit uses leverage to force a horses head down. Proper carriage begins with the hind end...rounding through the back, reaching underneath the hind end and lifting through the shoulders *then* relaxing the neck and jaw. First a horse needs to be taught balance and straightness before one can even think about head position. I hate when i see ppl riding see-sawing back and forth on the reins to crank their horses head down...its sooo horribly wrong.
Another thing... theres a reason why there is a standard of correct and incorrect conformation...not just for eye appeal. A well built horse is build for function, all faults equal weaknesses that will make training difficult, and uncomfortable (for horse and rider) and make a horse prone to soundness issues. Obviously theres a degree of severity in bad conformation. His poor neck muscling could be from him straining angainst riders trying to force his head to a position thats physically impossible based on his conformation.
 
I am a member of HGS too! It is a great pace to learn about all things horse.
