The "hot" in peppers is not the same as hot and cold like warm drinks or cold snow. They can't taste "hot" because they do not react to the oil in peppers like humans do. They can feel hot and cold temperatures the same as you can though. Snow is not only bad because of lowering body temp but it also takes a lot of snow to make enough water. Water expands when it freezes and snow is not very compact. I get reminded of that every time the pipes to the stable freeze. Do you know how long you have to stand there shoveling and packing it down to fill a stock tank using snow? If you keep at it for 5hours you can eliminate a 3' high snowdrift the length of a 6 stall long stable and even if a horse does not stop to get a drink you still won't have a full tank when it melts.
They can survive for a short time but if animals are forced to only ingest snow all winter to get enough liquid they will be at risk of dehydration or if they spend all day eating snow to control their thirst starve and freeze to death.
