I found making the salatin type tractors worked even better in the heat if you make one end a bit higher. Mine are sloped at 2 feet on the low end and three feet on the high end. It creates more are flow and even when there is no air flow the birds are cooler because the heat isn't all trapped at two feet, but instead three.
I have raised them in those temps doing just fine. Water... is the key they can't run out not even for a half hour. I raise them all summer and as long as they are out of the greenhouse fast enough I don't usually lose any to heat when they hit pasture. One thing to watch is the angle of the sun as dusk. I have lost birds due to no shade... what happens is, when the sun sets it creates a full sun effect under the pens. A quick piece of row cover stapled to that end of the pen worked great. Let the air through but shaded it too.
