I concur that it is probably the soil itself whcih has been contaminated through and through which is why I advised to start over (as it has happened to me a few times from the bags of soil being stored outside where it could get damp...I was unable in these cases to treat effectively and it ended up killing my plants) however. if you wish to try this article does provide some useful information on pesticides. DE is only effective when dry and IMHO would in this case (soil infestation throughout and not topical) not be helpful.
 
Take a small bowl or cup (something with a larger surface area) and pour in a few ounces of cider vinegar and a teaspoon of liquid dish soap.

The gnats are drawn to the cider vinegar and the soap finishes them off.

Empty, rinse and repeat every day as needed.


We has a gnat problem this past spring and that took care of them like a charm.
