coturnix do fine with just a heavy duty tarp over their enclosure...
However chicks shouldnt go outside until they are fully feathereed and are gradually introduced to colder temps so they don't basically get temperature shock. I just the other day put a chick outdoors that was abotu 4 weeks old and she and her buddy (who is also around 4 weeks old) are fine.
Their in raised pens covered by a heavy duty tarp as are all my other quail.
