hove Bator 1602n temp problems

I have a hove Bator 1602n gqf incubator and having temperature problems can anyone help I plugged in in with no egg in it to get it stable the room temperature is 55 degrees it gets up to 100 degrees which the instruction said it should be. Now the power light stays on it should go off till it gets under 100 so the heating coil is always on but won't get any higher then 100 now if I adjust say to 90 degrees it goes on and off like it should.any ideas?

I was so exasperated with mine and the very poor results, I got a different model. One thought: do you have an additional thermometer to verify the temperature reading?
 
Yes I used another thermometer to check it same results I'm not out any money on it I found the incubator a couple years ago in a trash Ben brand new never used I guess that's why it was there hmmm mmm I can use the parts in my cabinet incubator wafer wheel and micro switch and bracket .thank you for responding .
