Looking again at the one in question, I don't think it's actually a welsummer. Looks too light in coloring, and the wings aren't feathering out in the correct colors.

I was told that the mom is a welsummer mixed with a backyard chicken.

The mom is welsummer mixed with backyard chicken is what I was told. The rooster is mixed as well

In that case the sexing rules may not apply, since the chicks would be mixes and not pure. So unfortunately no real way to sex them.
