How cold can Full grown RIR's handle in a hoop coop like this?

That's about as much shelter my birds get because those silly things sleep OUTSIDE.

However, some do go in when it gets down into the low 20's. Give them a cup of scratch before bed time and they should be fine.
 
Tarping it will not provide all that great protection from wind and drafts, though... it would probably be wise to knock together some sort of smaller plywood shelter inside it that they can huddle in. Twenties is one thing; twenties with a 20-30 mph wind blowing in between the tarps is another.

So I guess this means you decided to get that laying flock you were describing on another thread?
