How do I check if chickens are legal in Throop PA

I heard from a friend that it was on the news that they recently legalized owning chickens in my area. I didn't see this myself and cannot find any proof that they're not just pulling my leg. Is there anybody out there in my area that heard anything about this? I think it was WNEP.
