Short answer: You can't. You cannot force pecking order, doesn't matter what you do, who you put in there, who you take out, etc. They are not children we can put in "time-out" to discipline and make them change. If you're sure the hen is really a hen, why is the crowing a problem? Sure, it's weird, but a quirk nonetheless.
A new girl is highly unlikely to become the alpha hen. She is most likely to be at the bottom of the pecking order.
