what breed of chicken do you have? Many modern breeds have had the broodiness bred out of them...and even broody breeds don't guarantee you will get a broody hen.

the hens are stars breed

That is a big reason why. I assume you are talking about red stars. They were bred for killer egg production, and don't really go broody as far as I know. If you want mothers, I would consider adding birds like cochins and orpingtons.
