I would start by going around and asking my neighbors how they feel, my reasoning being that it is going to be a lot harder to get the village to allow them, if your direct neighbors are up against you objecting to it and/or complaining after the fact. You might even put together a petition to present later. If you have enough signatures, and/or people willing to join you in their own endeavors to keep them, there will be strength there.
Next, I would attend the next city council meeting. When they invite public comments or submissions, be prepared with your arguments for being allowed to have chickens, along with answers to any possible concerns they might have (in other words, do your research!)
