While it is the dog owner's responsibility to keep the pup home, it is also the chicken owner's responsibility to keep their chickens safe. Jennifer, I think you're doing the right thing by communicating with your neighbor and working on a solution from your side if the fence to keep the dog out.

call dog warden.. he will go to the homeowner and say he's received complaints, if the dog owner asks who's complaining, if the dog warden has any common sense, most do, he tell them they are not entitled to that information, the issue is the dog not being controlled, that is the responsibility of the dog owner... maybe they will tie up the dog, maybe they will do nothing, if the dog continues to go after your chicken on your property, shoot the dog and toss it's carcass on the dog owners lawn...
