That's exactly how I am going to play it this coming Thanksgiving. Last year I reminded #2 all through the day that I expected her to clean up after the meal, since she can't/won't cook. During the meal preparation I kept the dishes done up, so there wasn't any for her to do except the plates and serving dishes from the meal itself. After the meal I stacked the dishes, etc., in nice order by the sink. Then I told her it was time for her to do her part.
She stomped off, went in the office and started crying to her older sister about how she had her monthly, how tired she was and that she just knew if she did dishes she wouldn't have enough energy for them to go out later that night. So, #1 did the dishes, despite my objections.

This coming year I am going to follow the same plan, EXCEPT I am going to let her know that she need not bother to show up unless she plans on doing her part. Come clean up time I am going to insist that #1 come with me, for a walk to the pond, to the walmart, wherever is far enough that her sister can't whine to her.
I keep telling #1 that #2's screw-ups are not her responsibility and I think it's finally sinking in.

Red, you are exactly right. DH tells me that #2 is very much like her mother, so.....
