How do you cut duck wing feathers or do I have to at all?

I have 5 white Peckins. Can they fly at all? How do you cut the wings? When should I cut them? Do I even need to?

No you do not need to clip their wings. Pekins will not be able to fly.

I have never had the need to clip Pekin duck wings. As they are a heavy breed they do not fly. They can kind of flap a lot and get over very low fences though when determined to do so..... IE: my Pekin drake trying to get in with the sectioned off girls over a twenty five inch fence.
