I use the Dremel tool with a cut off wheel on spurs as well. It'll cut through the secondary spur and cauterizes blood. No problem.
Wrap the rooster snuggly in a towel, head covered, tie his legs together with clothesline so he cant kick, or have someone hold him for you. Then start cutting.
I use dog nail clippers for toenails as well. Dont trim too close to the 'quick' or they'll bleed practically forever.
