I think you are right. The neighbors are idiots. I would put up signs: "WARNING : Guard Goats. These animals are naturally aggressive toward idiots. They protect our property against stupid people. If you fall into this category, stay away! You may be contagious. A cure is being developed. Go home and wait for the phone call. Have a good day.
