I have always used a brooder with 1/2 inch mesh wire for flooring. The droppings drop down are I have pine shavings on the tray below. Occasionally I remove the tray, dump the contents into my compost pile, put new shavings or shredded leaves in the tray and re-install the tray. I never have done the paper for flooring thing. I dip their little beaks in the water and they find the feed, or else I put some on a white plate for them the first few hours. I have raised at least 5 flocks like this and have never had a problem.
