How long should this take?

The only thing that makes our city a "city" is that we have a city hall which is just a small what looks to be one room "building" and a house. We don't have a post office or ANY businesses or anything you would find in a city, just houses. The two cities on both sides of us allow chickens and perhaps roosters; Buda and Kyle Texas. Buda shares their ZIP code with us. There's also a house next to our neighborhood or "city" that is a farm/ranch. There are no poultry, rabbits, or other farm animals allows in our neighborhood(I'll just call it that). Cats and dogs are allowed. I won't go into details now but we have 7 hens and have received 2 letters(the second was sent several months after the first). We want to change the ordinance. I've read how long it can take to change an ordinance but I'm sure all these cities have more than just a puny city hall and houses.

Go and try to change the law aroud up other poeple who have or like to have poultry the more you gather the likly hold of it will be change.

Part of me feels our neighbor is the cause of the letters. The secretary of the city council lives a house down from us and they HAVE to be able to hear the chickens cluck. One of our girls got over the fence into the neighbor's yard and their dog got to her. She may have felt the need to find a different place to lay an egg, she gets like that sometimes. She survived and is healing nicely. Our neighbor called us to let us know they have our chicken and what happened. When I went over they had her in a box and I think they may have cleaned her up a bit b/c the only blood she had was on her feathers. Our neighbor didn't seem irritated and just said for us to find a way to make sure she doesn't get over the fence. They live next to the secretary. The second letter was sent a over a week after the accident. Both letters said the sound of clucking has been reported. Since we got 2 letters that were several months apart I guess our chickens weren't much of a problem. If one of our neighbors was the cause of those letters than they're the only people that may have a problem with our chickens. The secretary might just be enforcing it to make them happy. But we won't know until we start moving toward a change.
