How long till they fluff up????

My baby that hatched about 6 hours ago still isn't fluffy. There are no membranes stuck on it but the feathers on it's back are all matted down. Does it just take a long time to fluff out especially if I don't have circulated air??

And sometimes it seems like even if there isn't hardened membrane on it, some chicks have some membrane residue that keeps the feathers matted down for days. I have a couple of week-old chicks who have just FINALLY fluffed up. Poor little chickies looked so sad for the first few days, makes them look really scrawny compared to the others... but they're doing just fine.
