How long until Blue Swedish Duckling is ready to go outside?

So my Blue Swedish duckling is going to be 4 weeks old in three days, but he's still so small! I have a Pekin/Runner with him who's huge and ready to go but I'm sure the little guy is still way too small to be outside. Anyone know about when he'll be big enough?

What kind of housing will they have?

They have a coop that's all closed in at night, but I worry about them being out during the day. We have a lot of hawks in our area.
