How low profile are pigeons?

I have a friend who wants pigeons but is very concerned about how his condo neighbors will respond. Can you pigeon folks tell me a little bit about how disruptive they would be to the lives of his very nearby neighbors? Are there any legal issues?

There can be legal issues. You'll have to check with your city laws. Some places do not allow poultry and pigeons within city limits. Keep in mind that pigeons are not poultry or fowl, technically, so that's always a good argument. If your friend gets pigeons, tell them to just get one or two, to keep indoors as pets. Many people keep rescued and rehabbed birds indoors and they make lovely pets. Just make sure you get a fancy breed, not something born to fly all the time.
 
Considering I had one hid downstairs while it got better and my dad didn't find it for a month and when it was moved outside another month, yea I think they are pretty low profile.

We hid quail in the basement, as our town in mass at the time didn't allow them. We have two hand raised giant runts as house pets, and they are very low profile. They are BIG, but are (in their minds)lap kitties. Our rollers are too flighty to be kept indoors, and they love to go out and spread their wings. Has your friend considered female doves?
