How many Coturnix quail can I keep?

Does anyone know how many Coturnix quails can I keep in San Jose, California? or which department should I go to ask ?

According to the San Jose Municipal Code Title 7 ANIMALS, you can have 6 'small animals.' More than that you are required to get a permit. It defines small animals as "hares, rabbits, chickens, turkeys, geese, ducks, doves, pigeons, game birds, or other fowl." Quail would fall under game birds.
