How many quail can fit perfectly comfortably in a 63 x 94 x 33 cm enclosure?

Let's see, that's about 6 square feet, subtract space used by feeders, waterers, hiding places, and a dirt bath, and you have enough for 2-3 quail. 4 if you want to crowd them a bit.

Thanks. Also what plants do i need to put in their enclosure

You don't need to put plants in with them. They are likely to destroy any live plants, so if you want the greenery I would use fake plants. I use dollar store baskets or cardboard boxes for hiding places for mine. I'm afraid they don't get anything fancy.
