How much is this BR cockeral worth?

I've sold cockerels his age for $3-5, no more. I sold an 18 week old BR cockerel for $8 once. Unless they are of breeder or show quality, I don't think you'll get more than that for them. Once I sold 9 BR cockerels who were 13 weeks old for $2 each because no one had claimed them and they were getting too close to maturity. There are just so many available at any given time (except when you really need one!)

You should be honest with what you know about his show quality, but maybe the person asking just likes BRs and wants an available rooster. As with anything, you can always ask a bit higher than you think you'll get, then bargain downward.
